Eight Innovative Supervision Mechanisms Launched in Nanjing City of Jiangsu Province to Standardize Bid Invitation and Submission Activities for Projects of Government Investment
Nanjing of Jiangsu Province recently issued the Regulations on Standardizing Bid Invitation and Submission Activities for Construction Projects of Government Investment formulated by the Supervision Bureau of the city in the form of governmental standardization document to provide solid basis to standardize bid invitation and submission for projects of government investment through innovating supervision system.
1. Implementing the system of bidder registration and sales of bidding documents and construction drawings on the internet to prevent bidding agencies from leaking information, creating difficulties for bidders or even fraudulence.
2. Project construction and exchange centers collecting and refunding bid security to eliminate phenomenon of bid agencies embezzling or delaying in refunding the bid security. Measures will be taken to monitor the flow of bid security to prevent fraudulence.
3. Checking the original certificates of the identities and qualifications of the heads of bidding projects on the spot to prevent fraudulence in qualification.
4. Optimizing bid evaluation system. Different measures, such as evaluating the lowest price, evaluating comprehensive factors and deciding by lot, will be taken according to different projects to increase the difficulty of bid fraudulence, prevent viciously reducing prices and rigging the market.
5. Adopting the system of pre-selecting agencies. Agency database will be established through public bid invitation. Bid invitation units can choose agencies with corresponding qualification and capacity in the database at random or through competition to break the interest chains between various parties of project construction and agencies.
6. Establishing the system of contractor (supplier) roster for projects that involve the national security and secrecy, disaster alleviation projects and emergency responding projects. Measure will be taken to require bid invitation units to randomly choose contractors from the roster and limit their discretion in direct contracting projects.
7. Not allowing bid agencies to participate in bid evaluation commission. A tenderee can only dispatch one bid evaluation expert at most to participate in the commission and the expert cannot act as the head so as to reduce the intervention, manipulation and influence from bid agencies to the process and results of bid evaluation.
8. Adopting the system of reexamining bid evaluation results. For the complaints that bid evaluation commission fails to evaluate the bid according to the norms and measures stipulated in bidding documents, related supervision departments can appoint the original bid evaluation experts or other senior experts for reexamination. When the reexamination results are different from the original results, efforts should be made to reselect winning candidates or reorganize bid invitation.
