Kunming Committee, Kunming Foreign Affairs and Overseas Chinese Affairs Office, Kunming Bureau of Supervision, Kunming Bureau of Finance, Kunming Bureau of Audit and Kunming Foreign Experts Affairs Bureau jointly conducted a one-year campaign on curbing Overseas trips on public expense of Party and government cadres by implementing the regulations in the circular.

　　Kunming has regulated the planning, review and ratification of overseas business trips and strengthened supervision on overseas activities of these groups. Review and ratification principles regulated in the new regulations are strictly implemented. Overseas business trips ratified before the implementation of the new regulations should be reviewed against according to the new regulations. In terms of controlling the ratification of groups not on the plan, application for these trips should be strictly supervised on topics, content, necessity and agenda. The administration on groups involving more than one plan and department will be particularly strengthened, and trips without concrete content and trips with commercial purposes involving more than one department and department will be strictly forbidden. Counties and departments are required to enhance the supervision on review, ratification and management of overseas business trips of cadres of division-level and below.

　　The expenses control for overseas business trips will be strengthened and a budget preview institution will be introduced. Fiscal departments at all levels should put all the expense of overseas business trips under budget administration and strictly control the budget scale. Expense review departments should conduct previews on expenses of overseas business trips on the annual plan and out of the plan, which are collected and compiled by the foreign affairs department. Then overseas missions review department will review and ratify the missions of these trips one by one. Overseas mission review department and expense review department should establish an interactive mechanism on mission ratification and expense review by communicating with each other regularly and timely close the loopholes. As for applications of overseas business trips that have not been given allocated budget by the fiscal department, expense review department should reject these projects.

　　Responsibility ascertaining should be strengthened and cases of violation of discipline and laws should be strictly investigated. Cadres at all levels should set a good example for others and exercise strict self-discipline by becoming the role model in following the new regulations. They are forbidden from interfering with the review, ratification on overseas business trips and expense review in any means. Organization departments at various levels are encouraged to include Party and government cadres’ implementation records of regulations on overseas business trips into the personal appraisal. Discipline inspection and supervision organizations at all levels are required to strengthen supervision and inspection on review and ratification of overseas trips of Party and government cadres and their expense sources. People are encouraged to report the fraud of overseas tourism trips on public expense. These cases of violation of discipline and laws will be thoroughly investigated and typical cases will be publicized. As of groups violating regulations on overseas trips, the person-in-charge and chiefs of the departments reviewing and ratifying the mission and viewing the expenses should be seriously punished according to discipline and laws. As of organizations with serious cases of traveling abroad on public expense, the responsibility of their heads will be ascertained.
