Incompetent Agencies in Government Investment Projects to Be Given “Red Card” in Pukou District, Nanjing City of Jiangsu Province

  To regulate the behaviors of agencies for government-invested projects and ensure that these agencies in a database can provide efficient and high-quality services, Pukou District Government of Nanjing City has designed new incentives by giving red cards to those who fail in a competence rating system. Recently, Pukou District Government formulated and released Interim Measures for Evaluating Incompetent Agencies for District Government-invested Projects. According to the new regulation, when the total grade for an agency’s misconducts is below 5, the agency will be given a written warning by the leadership panel for government-invested construction projects under the district government. The grades are irrevocable. When the total grade for misconducts is between 5 and 10, the agency will be disqualified for the allotment to choose agencies for the next project. The grades are also irrevocable. When the total grade for misconducts surpasses 10, the leadership panel for government-invested projects will delete the agency from the government’s agency database.
