I. Focusing on key areas to further strengthen construction of the system of honest governance of leading cadres. The system of the chief leaders of the CPC and the government departments giving lectures of clean governance was established; meanwhile, efforts were made to improve the supervision systems of cadre selection and appointment and cadre assessment and management, and issued the Implementation Opinions of Wuxi City on Deepening the Reform of Administrative Performance Management to guide cadres to change their development concepts, innovate their development ideas and standardize their governing activities.

　　II. Highlighting the key points to energetically promote construction internal control mechanisms of power. Early this year, the Opinion on Promoting the Internal Control Mechanisms of Power Operation in Various Departments in an All-Round Manner was issued. Ten departments such as the Bureau of Finance of the city were selected as the units to launch pilot projects. Meanwhile, efforts were made to compile the Standard Manual of Wuxi City on the Construction of the Internal Control Mechanisms of Various Departments, and formulate the assessment measures of the construction of internal control mechanisms. Thus, the internal control mechanism construction can be basically completed in administrative departments of various levels of the city before the end of this year and can be fully completed in 2010.

　　III. Serving the overall situation to establish the institutions to solve the problems harming the interests of the masses. The city formulated the 2009-2011 Plan on the Goal Management of the Work of Discipline Inspection, Supervision and Letters and Visits for Complaints Throughout the City to give full play to the function of complaint handling. Efforts were made to strengthen the standardization of special rectification. The municipal discipline inspection and supervision departments independently, or together with other related departments, formulated several standardization institutions for special inspections such as comprehensive rectification to improve the city’s appearance, environment and order, comprehensive rectification of Taihu Lake and handling of the remaining medicines (returned medicines) of patients.

　　IV. Consolidating the basis to explore ways of strengthening institutional construction of inner-Party democracy and inner-Party supervision. Competition mechanisms were introduced to inner-Party election; supporting measures were formulated to explore and practice the way of selecting and appointing secretaries of the CPC committees of the city (county) levels through recommending, considering and voting multiple candidates and elect heads of the cities (counties) and districts among several candidates. Wuxi adhered to the principle of recruiting cadres through voting and the institution of members of the standing committees of the CPC committees delivering reports and making commitments to the plenary sessions of the CPC committees. The institution of leading cadres of county and section levels reporting their related personal information in a centralized manner.

　　V. Expanding areas to strengthen the institutional construction of all social sectors participating in the campaign of combating corruption and upholding integrity. Great efforts were made to cut the connections between the government and guilds and associations and change the administrative management from collective monopoly to power among of the society. It took the lead in establishing the new type of management system of industrial organizations in Jiangsu Province. The city also established the system of market-oriented public resources allocation and started market-based operation to the allocation of public resources such as land utilization, outdoor advertisements and public parking lots.

　　VI. Stressing on implementation to constantly increase the effect of the institutional construction of combating corruption and upholding integrity. Measures were taken to check, inspect and supervise the implementation of the projects reported by various competent units one by one, especially the information of the establishment, improvement and implementation of the institution of combating corruption and upholding integrity so as to release the results in time. The CPC Commission for Discipline Inspection of the city issued special institutions and regulations, clarifying that the Efficiency Office is responsible for the special work of supervising and inspecting the enforcement capacities of the CPC and government departments throughout the city and organizing regular supervisions and inspections. The principle of multi-reports on one case was adhered to so as to have a case investigation report and a case analysis report after the case is investigated. On this basis, new reports such as a sum-up report on case investigation, a report on rectification of corresponding units and a report of suggestions to leaders should also be formulated according to the reality.
