Scientific decision making. Changning District further strengthened the scientific and democratic process in decision making through establishing and improving four regulations such as administration measures of government investment project reserves and the institution of project collective discussion and examination. It also established government investment project reserves for the coming three to five years according to the five-year plan of economic and social development of Changning District. The projects in the reserves are upgraded annually.

　　Standardized implementation. To standardize administration, Changning District issued eight measures such as the system of building as an agent in government investment projects and measures of financial supervisor appointment, further improving the efficiency of construction and capital utilization of government investment projects. Efforts were made to solve the problem of specialty administration in these projects so as to genuinely separate investment, construction, administration and utilization. It also further strengthened administration on the funds for government investment projects, intensified budgetary estimate audit and newly added the link of reporting the budgetary estimates to National Development and Reform Commission for examination and approval. Investors can entrust financial supervisors for fund control during the whole process. Meanwhile, changes can only be made strictly according to related regulations.

　　Earnest supervision. Changning District specially issued and improved three measures of investigation and post-assessment and officially established the Investigation Office of the Key Projects of the People’s Government of Changning District. The projects with costs more than 5 percent than the budgetary estimates, or 5 million yuan more than the budgetary estimates, office buildings of the Party and government departments and projects with greater social influence should be assessed by the development and reform commission and financial bureau of the district in the forms of being examined by intermediary organizations and assessed by assessment groups. For the problems found in assessment, related department should inform construction units in written form to instruct them to submit rectification plans within limited period of time. For law and discipline violation cases, discipline inspection and supervision departments should launch investigation according to regulations.

　　Earnest implementation of institutions. Changning District integrated business processes and work requirements into information management system and started to develop the information management system of government investment projects of Changning District Government. The system can conduct visualized administration and supervision in the whole process of projects according to institution requirements and procedures of basic construction. By summarizing and comprehensively analyzing data in various categories, the system, with the function of post-feedback, can provide basis for decision making and administration. It has 45 pre-set supervision points, and once errors occur in operation, the system will warn automatically. Meanwhile, the important logs can also promote effective supervision and accountability investigation.
