Yunnan Province put forward that the work of special rectification on prominent problems in construction realm should focus on government investment projects and projects using state-owned capital, especially the projects of boosting domestic demands. Efforts will be made to investigate large scale investment projects since 2008 in an all-round way so as to earnestly seek and resolve the prominent problems in construction areas within two years. Measures will be taken to promote the process in five aspects. First, earnestly conducting self-inspection to find out prominent problems. The focus of the self-inspection will be government investment projects and projects using state-owned capital so as to find out the prominent problems in important parts and key links such as project proposal, examination and approval of urban-rural plans, project approval, land examination and transfer, environment appraisal, reconnaissance, design and project bid invitation and submission, land expropriation and house relocation, material procurement, fund appropriation and utilization, and construction implementation; second, clarifying responsibilities of rectification and strengthening supervision. Targeting the problems found in self-inspection, efforts will be made to put forward corresponding rectification measures and earnestly clarify responsibilities of rectification; third, constantly deepening reform and improving systems, mechanisms and institutions; fourth, accelerating construction of the construction market system to give full play to the roles of the market in allocating resources. With an important goal of establishing a standard construction market system, efforts will be made to establish and improve the tangible construction market with unified norms; fifth, enhancing efforts of discipline and law enforcement and resolutely dealing with corruption cases. Measures will be taken to severely deal with every corruption case found during the process.
