Municipal Pre-Selection Database of Market Intermediary Organizations Established in Nanjing of Jiangsu Province
The Municipal Pre-Selection Database of Market Intermediary Organizations selects services such as project bidding agency (including materials for project construction) and project audit (including the formulation, audit and track audit of project estimated budgets and final accounting) from corresponding intermediary organizations through public bid invitation. According to relevant regulations of the city, the construction projects of government investment that will conduct bid invitation and submission activities in municipal unified transaction departments bid invitation and submission (including their branches) and government invested construction projects with more than half of the investment from government above the municipal level should select the intermediary organizations from the municipal pre-selection database of intermediary organizations for services such as bidding agency and project audit.
First, random selection. Efforts will be made to establish an electronic management and service platform of the pre-selection database of intermediary organizations, establish selection stations at the municipal government procurement center and related unified transaction organizations related to bid invitation and submission. The intermediary organization providing services should be selected randomly in the pre-selection database so as to cut the interest chain between intermediary organizations and various parties of the projects.
Second, standard operation. The pre-selection database is updated every 1-2 years through bidding. Meanwhile, the database is also managed dynamically and eliminates unqualified organizations. In addition, when an intermediary organization in the database provides a certain amount of services within one year, it will not be selected any more on that year. The service fee of an intermediary organization should not be higher than that it committed while bidding to enter the database.
Third, strengthening supervision. The system of cross-the-board meeting of the municipal pre-selection database of intermediary organizations will be established to organize departments such as supervision, finance, audit, development and reform commission, construction commission, communication and municipal government procurement center to jointly supervise the operation of the pre-selection database. Under six circumstances such as making fraudulences and subcontract projects to others illegally, related intermediary organizations will be deleted from the database and be recorded in the blacklist and cannot attend bidding activities of pre-selection database of intermediary organizations.
