Early Warning and Handling System of Customs Integrity Risk Promoted Steadily in Customs Nationwide with Achievements Made
Early Warning and Handling System of Customs Integrity Risk (known as HL2008 system), the first comprehensive internal control and supervision system for customs, can launch electronic supervision by using risk management concept and hi-tech measures. It is an innovative practice for customs to improve the mechanisms of internal supervision and restraint and synchronizing the prevention and control of law-enforcement risks with integrity risks.
Proposed to be developed in 2006, HL2008 started trial operation in April 2008 in nine customs administrations directly under the General Administration of Customs. On July 20, 2009, the system was promoted in customs administrations nationwide.
Customs administrations nationwide conduct all-dimensional, all-process and real-time supervision on the law-enforcement activities, integrity and diligence of various posts and personnel by actively using the functions of HL2008 system of automatic prompt, supervision and analysis, combined inquiry, risk handling and information sharing according to deployments of the Party Leading Group of the General Administration of Customs so as to reach the goals of enhancing the capacity of law-enforcement supervision and integrity supervision, implementing the responsibility system of the construction of Party’s style of work and responsibility system of administrative law enforcement, synchronously improving the work mechanism of preventing “risks in two categories” in customs and improving the system of punishing and preventing corruption in customs administrations.
