New Achievements Made in Online Examination and Approval and Electronic Supervision in Jiangxi Province
Investors can sit at home and submit investment projects to competent departments on the Internet in the city or in the county; thanks to the online examination and approval green channel system, the examinations and approvals procedures that were previously conducted in different departments one by one now can be conducted simultaneously by various departments; supervision departments can effectively supervise the whole process of examination and approval procedures through electronic supervision system……This is not a fantastic tale, but the real situation after the operation of the green channel of important industrial projects in Jiangxi Province.
Promoting construction of online examination and approval and electronic supervision system in an all-round way is one of the important contents of the Efficiency Year of governmental departments throughout the province. Starting this year, Jiangxi Province issued the construction plans and management measures of online examination and approval and electronic supervision system in succession and started the construction of the first phase of the project; the CPC Jiangxi Provincial Commission for Discipline Inspection and Provincial Supervision Department established Supervision Center of Electronic Government Affairs and initiated the Supervision Platform of Electronic Government Affairs. Based on the basic platform of the government affairs and information websites of the three-level departments of province, municipality and county, efforts were made to construct the online simultaneous examination and approval green channel system for important industrial projects of the province. The system has entered the phase of substantial operation recently, marking a new step forward in the construction of online examination and approval and electronic supervision throughout the province.
The online examination and approval green channel system has established a virtual administrative service hall, namely, the online hall of administrative examination and approval for investors. Applicants can inquire about application information and upload related materials via the Internet; examination and approval officials can also examine and approve related information online. This platform can effectively break the limitation of distance and space. The system also has fixed procedure design on operation flow, handling timeframe and fee charging of every examination and approval case and pre-set the maximum timeframes for every link. Given there is vacant link or newly added examination and approval condition, the system will refuse to continue and the follow-up links cannot go on; the system can also have seamless docking with electronic supervision system to remind and warn those who fail to examine and approve projects. Thus, the whole process of examination and approval can be under supervision.
