Hunan Province required administration department to follow the principles of fairness, justice and openness while exercising administrative discretion right. Measures should be taken to comprehensively control the exercise of administrative discretion right in various forms such as controlling the fountainhead, establishing rules, improving procedures, formulating criteria and publicizing cases. People’s governments above the county level should strengthen the organization and leadership of standardizing administrative discretion within their respective jurisdiction areas. Legislative affairs departments of the people’s governments above the county level should take the responsibility of organizing, guiding, coordinating and supervising the work of standardizing administrative discretion right within their respective jurisdiction areas. Supervision departments of various levels should conduct administrative supervision on the exercise of administrative discretion right according to law. Departments of the people’s governments above county level should strengthen their guidance on the work of standardizing the exercise of administrative discretion right of the corresponding departments of the people’s governments of the lower level. Administration departments of vertical administration below the province level should strengthen leadership on the work of standardizing the exercise of administrative discretion of the administration departments of the lower level so as to control administrative discretion from the fountainhead. Administration departments should formulate local regulation drafts, government regulations and standardization documents within their legal jurisdiction unless otherwise specified by laws.
