The Program of Examining Institutional Integrity Deployed in Hainan Province
In order to timely find out and solve the institutional loopholes and defects that may lead to corruption and intensify the efforts of corruption prevention from the fountainhead, the General Office of the CPC Hainan Provincial Committee issued the Circular on Launching the Program of Examining Institutional Integrity and decided to start the examination of institutional integrity throughout the province.
The program will mainly examine the local regulations formulated and implemented by the people’s congresses and their standing committees of Hainan Province and Haikou City, governmental regulations formulated and implemented by the provincial and Haikou municipal governments and standardization documents formulated and implemented by the people’s congresses and their standing committees, governments and governmental departments of the province, cities and counties of the province since 2002 with focuses on the important areas and key links with comparatively concentrated power that are vulnerable to corruption and some special areas such as personnel, funds and materials management and utilization.
The examination will be launched in forms of social hearings, expert discussion and examination by appointed organizations. Based on comprehensive examination and classification, related departments will put forward opinions and suggestions of self-inspection and self-rectification focusing on the four aspects of implementation, modification, nullification and re-formulation. Measure will be taken to summarize the experience timely and report to the guiding group of institutional integrity examination of the same level before the end of the year.
