Heilongjiang Province Clears up 77 Civil Servants with Part-Time Job in Guilds with Many of them Being Punished
In order to promote orderly and healthy development of guilds and further smooth the relations between guilds and government departments, Heilongjiang Province strengthened its efforts in supervising the activities like guild establishment and operation in 2009 by clearing up 77 civil servants with part-time job in guilds.
In order to control the trend that guilds bear administration functions from the fountainhead and solve the problem that guilds do not really cut their links with government departments thoroughly, Heilongjiang Province prescribes that the state civil servants should not have part-time jobs in guilds and legal representatives of guilds should not concurrently be the legal representatives of other social groups. For this purpose, various regions and related departments in Heilongjiang Province, under the principle of combining fostering and development with supervision and management, established across-the-board meeting system to constantly standardize practices of guilds and strengthen their self-discipline and credibility construction. In 2009, the province totally cleared up 79 illegal fee-charging projects launched by guilds and market intermediary agencies and 77 civil servants with part-time job in guilds. 38 of them were punished according to the Party and administration disciplines and other regulations. |
