“Home of the Citizens” Constructed in Wuhan to Enable 56 Window Units to Provide One-Stop Service
In order to integrate resources for administrative examination and approval and public services, further standardize the power operation of government departments, and effectively deal with various types of activities that violate laws, rules, and regulations, the city of Wuhan recently started the construction of the “Home of the Citizens” to house 56 government departments and public service units. It will be a high-level platform that provides comprehensive “one-stop” services of administrative examination and approval and public services to the public. According to the construction plan, the “Home of the Citizens” will cover an area of 65,000 square meters with a total investment of 273 million yuan. Located at the juncture of urban express lines, the “Home of the Citizens” will greatly facilitate citizens once it is put into service. The Wuhan Municipal Government has listed it on top of the 10 practical projects for the people this year.
At present, Wuhan has a total of 15 administrative service centers of the district level and the 24 departments directly under the municipal government have also established independent affair-handling windows. The city has also set up four centralized affair-handling places such as the Wuhan Joint Service Center for Foreign Investment and the Joint Examination and Approval and Transaction Center of Construction Projects. However, the city does not have a comprehensive administration service center to carry out unified administrative examination and approval and provide public services. When the “Home of the Citizen” is completed by the end of next year, all the departments for administrative examination and approval and public services will set up service windows there. Meanwhile, it will also house windows for public resource transaction business including bid invitation and submission of construction projects, land transaction, and government procurement and purchase of medical material and equipment, so as to provide highly effective, standardized and convenient “one-stop” services to the vast citizens, enterprises and institutions.
