Institution of Regularly Assessing the “Clean Index” of Leading Cadres Established in Feicheng City of Shandong Province

  The assessment system of “clean index” of leading cadres includes three first-level indexes of “personal cognition”, “democratic assessment” and “objective assessment” and nine second-level indexes so as to mark the performances of leading cadres in clean governance with specific numbers so as to quantify their performance. The “clean index” of leading cadres adopts the 10-mark system and is assessed once a year. The bigger number a cadre gains, the cleaner the cadre is. For those whose marks are lower than a certain number, efforts will be made to have clean-governance talks and warning talks with them so as to help them find out reasons and put forward rectification requirements. It is also stipulated that the cadres with “clean index” lower than 8.5 cannot be promoted in principle and will be disqualified for advanced individual election. Four cadres with the “clean index” lower than 7 were warned with red cards and 13 cadres with the “clean index” lower than 8.5 were warned with yellow cards.
