Second, the operation connections in key links such as bid invitation, bid opening and bid evaluation are effectively separated and severed to improve the operation mechanisms of self-supervision and self-restraint.

　　Third, measures have been taken to prohibit the release of the names and number of potential bid submitters and any information that may influence equality. The measures of secret enrollment, post-qualification assessment, not holding bid submission preparation meetings and not organizing collective on-the-spot investigations are used to ensure independence of bid submitters, agencies and bid invitation units and avoid collaboration among the three parties.

　　Fourth, centered with the “lowest valid price” system, efforts have been made to improve the effects of government procurement. After assessment of bid evaluation commission, the bid submitter that offer the lowest price with qualified bid documents, technologies and business data is selected as the prior bid winner. Meanwhile, the follow-up measures such as credit deposit, risk deposit, face-to-face interview, major materials quality norm and the minimum price have been adopted to save financial expenditure and ensure the project progress and quality.

　　Fifth, measures have been taken to clarify the punishment methods and procedures of illegal and dishonest activities to improve the credit system of government procurement and severely crack down on illegal bid submission activities.
