First, Ji’an government released documents on building a digital government, such as Opinions on Publicizing Ji’an Government’s Information Online and Methods to Appraise Ji’an Government Affairs Publicity. These documents have established 12 institutions of taking the initiative to publicize information, publicizing information at request, allowing the masses to review and discuss government’s work and ascertaining responsibilities of misconducts.

　　Second, Ji’an government has established offices for digital government at city, county and township governments. Thus there is a three-layer network of offices specializing in building a digital government. Since the beginning of this year, governments at three layers have publicized 166,000 entries of information through the digital information platform at the government website.

　　Third, Ji’an government has upgraded facilities for the digital government initiative. Raising more than 13 million yuan, government has selected telecom companies from public biddings, which upgraded hardware and software facilities for digital government through a Build, Operate and Transfer model. They also established a digital platform connecting the web network consisting of city, county and township governments, which allows information sharing. The platform is equipped with the functions of online examination and approval, digital supervision, open access digital services and publicizing government information.
