Accountability Mechanism Introduced to the Work of Government Information Publicity in Guangdong Province

  In order to deepen the work of government information publicity, encourage administrative departments to actively implement their publicity duties and constantly increase the transparency of the government work, Guangdong Province recently issued the Measures of Guangdong Province on the Assessment of Government Information Publicity Work (for trial implementation), Measures of Guangdong Province on the Social Appraisal of Government Information Publicity (for trial implementation), Accountability Investigation Measures of Guangdong Province on the Defaults in Government Information Publicity Work (for trial implementation) and Regulations of Guangdong Province on the Publicity and Coordination of Government Information (for trial implementation), to standardize and institutionalize the work of government information publicity.

  By introducing accountability mechanism to the government information publicity work, Guangdong means to investigate accountability for all defaults in the work. Seven circumstances of accountability investigation have been clarified. For those who fail to publicize related information in fixed scope and within fixed period of time, delay in publicizing information upon application without reason, fail to establish and improve secrecy examination mechanisms, refuse to implement the obligation of secrecy examination, collect fees illegally or provide fee-based services under any guise, interfere into supervision and investigation, or refuse to implement the decisions and requirements of supervision and inspection, measures will be taken to instruct them to write self-criticisms or circulate notices of criticisms according to circumstances. Those who bear direct responsibilities, direct persons in charge and major leaders will be investigated responsibilities according to their default, including instructing them to make rectification, having warning talks, instructing them to write written self-criticisms, circulating notices of criticisms, and transferring them to other posts; in serious circumstances, they will be dismissed, instructed to resign or removed from their posts. For those who shift off or transfer their responsibilities leading to great losses or bad social influences, or are investigated more than twice within one year, measures will be taken to deal with them severely.
