In his speech, Guo Yanyan reviewed the development and practices of government affairs publicity in China, summarized the work of government affairs publicity in Ministry of Industry and Information Technology and various communications administrations, and analyzed the characteristics and important significance of government affairs publicity work in telecommunications supervision work. He put forward requirements in seven aspects to fully deepen government affairs publicity work in the Ministry: First, further strengthening study to enhance the sense of responsibility in the work; second, strengthening organizational leadership to improve the mechanisms and systems; third, enriching the carriers and forms to constantly deepen and broaden the scope of active information publicity; fourth, setting up and persisting in the concept of serving the people to do a better job in information publicity upon application; fifth, properly dealing with the relations between publicity and secrecy; sixth, properly dealing with the relations with the local governments; and seventh, making joint efforts to create sound and harmonious work environment.

　　Liu Lihua explained the problems put forward by various communications administrations during the symposium one by one and required various communications administrations to make efforts in publicizing government information upon application, give full play to the roles of the platform of government websites, earnestly compile the Catalog, gradually promote open and transparent operation of administrative powers through focusing on key areas and strengthen examination and supervision inspection.

　　More than 80 officials including leaders from the departments in charge of government affairs publicity in communications administrations in various provinces, autonomous regions and municipalities and heads of related departments in Ministry of Industry and Information Technology attended the symposium.
