Achievements Made in Integration of Administrative Service Resources in Bozhou City of Anhui Province
Bozhou City of Anhui Province has achieved prominent economic benefits through building a transparent trade platform. First, integrating resources and unifying markets. The service center of bid invitation and submission was established in the Administrative Service Center of the city to organize, implement, operate and management activities of government procurements of various kinds, bid invitation and submission of construction projects, trade of state-owned land resource, centralized procurement of medicines and medical facilities and exchanges of properties; second, improving the system and standardizing operation. Around various links of bid invitation, bid opening, bid approval and bid supervision, the city issued more than 70 regulations and institutions such as qualification reexamination, supervision on randomly selecting bid evaluation experts, standardization of bid invitation documents, demonstration of bidding results and on-the-site supervision of various departments so as to clearly standardize the activities of bid inviters, bid submitters, supervisors and other staffs. So far, the center has totally completed 235 government procurements, saving 30.87 million yuan, up to 24 percent compared to budgets; it also finished 76 bid invitation projects with total budgets of 1.01 billion yuan and a total of 84.42 million yuan were saved; Seven pieces of lands were auctioned or assigned with total transaction value of 131 million yuan, 27.02 million yuan more than the starting prices.
