The political affairs environment is the key factor of promoting economic development environment, while law-enforcement activities are very important to improve political affairs environment. Starting from the key points, the CPC Zhuzhou Municipal Commission for Discipline Inspection and Supervision Bureau issued the Plans on Launching the Assessment of the Standardization of Administration Law-Enforcement Activities Throughout the City early this year, clearly listing the 51 law-enforcement units as the key units of the annual democratic assessments of the construction of the styles of work of government departments and trades. The plans will be conducted through social public assessment.

　　Starting from standardizing activities of decision making, administrative approval, administrative fee collection and administrative punishment, the “assessment of standardization of law-enforcement activities” invited 30 commentators of trade ethos, 10 specially invited supervisors and 15 special commissioners of engineering to supervise the whole process of the construction of the styles of work in various administrative departments. Through thorough investigation, they mastered the first-hand materials of various departments in law-enforcement activities, laying a solid basis for the social assessment.

　　The city also constantly deepens reforms on administrative examination and approval, publicizes the procedures of administrative power operation, constructs government affairs publicity platform to facilitate the public, improves the rules of discussing official affairs in government departments, establishes the systems of administrative decision making and timely publicizes the issues and events that attract people’s attention with the greatest responses from the masses. After a year’s practice, the city has formulated 239 administrative decision-making systems, 175 systems of administrative examination and approval, 552 systems of administrative fee collection and 237 administrative punishment systems, effectively standardizing administrative activities, improving administrative efficiency and promoting the further optimization of the economic development environment. In2009， Zhuzhou City ranked No.1 in Hunan province in terms of the growth of attracting domestic investment, growth of the value-added of high-tech industry, per-capita disposal income of urban residents, people’s sense of security and the public opinion polls on people’s satisfaction of the cadres’ work.
