Three Platforms Established in Laixi City of Shandong Province to Implement “Transparent Administration”

  In order to further promote “transparent administrative,” Laixi City of Shandong Province recently constructed three platforms of centralized fee collection, public resource transaction and electronic supervision, improving the administrative efficiency. Since 2009, the average time of handling administrative licensing in the city is reduced by more than 50 percent. A total of 99.8 percent people are satisfied with the service hall.

  The platform of public resource transaction of the city integrates the transaction organizations such as bid invitation and submission of construction projects, bid invitation, auction and designation of lands and centralized government procurement and includes all the separate transaction items into the administrative service center of the city. It also established the Office of Bid Invitation and Submission Management. By coordinating with Public Resource Transaction Center and the Office of Bid Invitation and Submission Supervision, the Office of Bid Invitation and Submission Management demonstrates every single key project of government investment of the municipal level and severely investigates every single project with project settlement 10 percent more than the contractual price. Meanwhile, the city also established electronic bid invitation and submission system. Owing to the modes of online application, online bid submission and online opening, the transaction subjects cannot see each other, effectively restraining the occurrence of illegal activities in public resource transaction.
