Changshu City of Jiangsu Province makes great efforts to publicize decision making process, administrative examination and approval and government information so as to ensure power operation in the sunshine.
In Changshu City, all the decisions closely related to people’s interests should be made only after symposiums, public hearings and discussions so as to listen to people’s opinions and suggestions. On the basis of establishing the transparent decision making mechanism combining the mass participation, expert consultation and government decision making, the city also promotes hearings system for decision makings of important events in the village level this year. All the hot issues concerning people’s personal interests such as the annual development plans of various villages, important projects with investment exceeding 100,000 yuan and the welfare distribution of village leaders, will be determined through discussion by all the villagers.
In order to further facilitate the people in handling affairs, the Administrative Center of the city initiated a series of characterized services. It established “green channel” of project examination and approval. Special personnel were organized to provide one-stop service to examine and approve projects launched by foreign companies with newly increased registered capital exceeding $1.5 million and domestic enterprises with newly increased registered capital exceeding 10 million yuan via the “green channel”. The projects will be handled quickly through the “green channel”. Reservation service is also available. In some emergency cases, related people, with related materials, can make appointments at the affairs handling windows or Central Business Department of the center, and the center will arrange related personnel to handle the affairs in designated times and places.
At the Changshu Archives, citizens can retrieve the valid red-tape government documents so long as they go through corresponding procedures. They can learn information about what powers various departments have and how they operate the powers. The city also initiated cell phone information point-to-point service on government affairs. Cell phone users can retrieve the information such as all the city’s 73 administration departments’ structures, their major functions and ways of contact through short messages or wireless Internet access quickly with no limit of time or place. Two-way interaction services such as information feedback and online consultation are also available. |
