Luo Zhijun, Deputy Secretary of the CPC Jiangsu Provincial Committee and Governor of Jiangsu Province pointed out at the opening ceremony that promoting online open and transparent operation of administrative power was inline with the deployment and requirements of the CPC Central Committee and the CPC Jiangsu Provincial Committee, the important measure of strengthening the construction of the institution of combating corruption and upholding integrity, the important content of constructing service-based government and the necessary trend of establishing the new model of flat and online government management structure. It was required to operate power under the sunshine and consciously accept supervision to develop socialism democratic politics, promote law-based governance, construct service-based government that can satisfy the people and prevent and punish corruption from the fountainhead.

　　Luo Zhijun required that various regions and departments should regard the opening ceremony as the new starting point and make greater efforts to promote online open and transparent operation of administrative power, focusing on the following four aspects: First, expanding coverage. Efforts should be made to expand the system to cover all the administration departments above the county level and administrative power events within the year so as to link up the province, city and county level platform. No administrative power without examination and approval should be exercised and no administrative power without online open and transparent operation should be exercised; second, improving management mechanism. In light with the functions of various departments and units and work characteristics, efforts should be made to accelerate the construction of institutional security system with strong feasibility, formulate and issue supporting institutions related to online open and transparent operation of administrative powers and establish and improve the institution of administrative law-enforcement procedures, institution of administrative law-enforcement assessment, institution of dealing with complaints of administrative law enforcements, institution for the public to assess and discuss the online open and transparent operation of administrative powers and responsibility investigation institution so as to make the online open and transparent operation of administrative powers a basic institution for governments of various level throughout the province to exercise administration; third, improving application level. Focusing on improving the levels of information sharing, supervision, inspection, research and analysis, measures should be taken to accelerate online communication, promote online parallel examination and approval and realize information sharing of administrative management and service; fourth, expanding comprehensive effect. Efforts should be made to plan the online open and transparent operation of administrative powers and other work in a comprehensive way and promote them in coordination so as to promote transfer of government functions and improve efficiency. Measures should be taken to guide the people to participate in government decision making orderly and encourage experts and scholars to participate in and discuss political affairs in a constructive manner so as to promote government scientific and democratic decision making.
