Qu Wanxiang pointed out that the establishment of NBCP reflects the gradual deepening of the work of corruption prevention. Coordinating and guiding corruption prevention work in enterprises, institutions, social groups, intermediary agencies and other social organizations is a unique function of NBCP. After the 17th National Congress of the CPC, state-owned enterprises have made prominent achievements in the construction of Party’s work style and the work of combating corruption and upholding integrity. However, the situation still remains severe with arduous tasks. To launch the pilot project of corruption prevention in state-owned enterprises, we need to actively explore the measures of effectively prevention corruption in state-owned enterprises. In recent years, CNOOC has been strengthening construction of combating corruption and upholding integrity according to the deployment of the CPC Central Committee and the State Council, made numerous explorations in corruption prevention, formed a set of systems and accumulated a large number of experiences. As one of the units implementing the pilot project of corruption prevention in state-owned enterprises, CNOOC should continue to reform and innovate, practice boldly and make efforts to explore a new road of effectively preventing corruption in state-owned enterprises with Chinese characteristics.

　　Qu Wanxiang stressed that to launch the pilot project of corruption prevention, the state-owned enterprises should abide by the Scientific Outlook on Development, earnestly implement the 2008-2012 Work Plan of Establishing and Improving the Corruption Punishment and Prevention System, integrate the program of corruption prevention into corporate internal control, risk management system and enterprise operation and management systems according to the reality of the state-owned enterprises, further improve the corporate governance structure, further perfect the systems of enterprise internal control and risk management, further strengthen supervision on key posts and give further play to the roles of discipline inspection and supervision departments in enterprises.

　　Qu Wanxiang required that to launch the pilot project, we should specially master the key links of project planning, organization and promotion, performance assessment, promotion and utilization. NBCP should establish the coordination mechanism of the pilot project with State-Owned Assets Supervision and Administration Commission of the State Council and enterprises with the pilot project, formulate work plans, exchange information regularly and strengthen leadership through precise organization to seek substantial effect.
