Cui Hairong Listens to the Demonstration and Report on the “Sunshine e-Road” Online Bid Invitation and Submission System of Construction Projects in Nanjing
On November 9, Cui Hairong,Deputy Director of NBCP, listened to the demonstration and report on the “Sunshine e-Road” Online Bid Invitation and Submission System of Construction Projects by the CPC Nanjing Municipal Commission for Discipline Inspection, Construction Commission and Supervision Bureau. He also listened to the viewpoints of experts on how to promote “openness and transparency, convenience and high efficiency, honesty and credibility, and effective supervision” through information technologies and how to prevent fraudulences in bid invitation in engineering construction area. Related experts from Information Center of Ministry of Supervision, related departments of Ministry of Housing and Urban-Rural Construction, related units in Beijing and University of International Relations attended the meeting.
Cui Hairong fully affirmed the practices of the CPC Nanjing Municipal Commission for Discipline Inspection, Construction Commission and Supervision Bureau. He said, “By inviting people from Nanjing to demonstrate the system, we mean to discuss how to effectively resolve preventing corruption in our work, learn more about the progress of local governments in promoting transparency in public resource trade and research how to better reflect the fairness and justice of the socialism market. To resolve the three problems, we should pragmatically resolve the existing prominent problems in related realms in combining with the reality. Nanjing constructed an online platform of bid invitation and submission through active exploration and bold innovation. Based on the platform, all the bid invitations and submissions can be conducted online and all the administrative monitoring and supervision can be launched on the Internet in a unified manner, improving the levels of openness, fairness and justice in public resources trade and embodying the concept of effectively preventing corruption from the fountainhead in a hi-tech way. This method of effectively preventing corruption should be further studied and given full play to its proper roles.” |
