The main points of NBCP 2011 work plan include:

　　First, working hard to promote institutional construction of corruption prevention. Efforts will be made to launch evaluation of institution integrity, support related departments to carry out the work of comprehensively preventing and controlling insider trades, strengthen management of social cash flow and commercial pre-paid cards, promote unified and standardized management of public resource trade, further improve the institution of government procurement, promote to establish social credibility code system and social credibility information sharing mechanisms, deepen the pilot project of clean governance evaluation index system, accelerate the establishment of information system of corruption prevention and corruption early warning mechanisms, and establish and improve the long-term mechanisms of banning outbound trip for sightseeing on public funds.

　　Second, fully promoting construction of clean governance risk prevention and control and supervision mechanisms of administrative power operation. Regions with conditions will be encouraged to expand clean governance risk prevention and control in non-administrative realms such as colleges and universities, state-owned enterprises, hospitals and rural areas.

　　Third, deepening government affairs publicity. Efforts will be made to promote publicity of administrative decision making, encourage open and transparent operation of administrative power, supervise various regions and departments fully implement the Regulations on the Disclosure of Government Information with focuses on financial budget and final accounts, deployment of public resources and government investment projects, strengthen government affairs publicity in county level based on e-government platform, intensify administrative service construction, improve the level of administrative service, coordinate and promote factory affairs publicity, village affairs publicity and publicity of affair handling in public enterprises and institutions.

　　Fourth, deepening the work of corruption prevention in social sectors. Measures will be taken to research and formulate the work guidance of corruption prevention in social sectors, rectify regulation- and law-violation activities of guilds and market intermediary organizations, launch the pilot project of corruption prevention in non-public owned economic organizations and guide the social forces to participate in the work of corruption prevention in order.

　　Fifth, working hard for the work related to the implementation review mechanism of UN Convention against Corruption and deepening international cooperation and assistance of corruption prevention.

　　Sixth, actively launching publication and education on corruption prevention. Efforts will be made to strengthen construction of NBCP website and promote construction of social integrity culture.

　　Seventh, further improving the organization and leadership mechanisms of corruption prevention. Measures will be taken to give full play to the roles of across-the-board conference on corruption prevention and leadership group of government affairs publicity, strengthen the guidance on the pilot project of corruption prevention nationwide, intensify construction of provincial level corruption prevention departments and promote provinces (autonomous regions and municipalities) with mature condition to establish corruption prevention organizations.
